Subject: Sri Lanka MSN 02/2020 Reg. Guidance on extraordinary measures relating to ship’s statutory certificates, seafarer’s certification and contract of employment resulting due to COVID-19 pandemic

  1. The Maritime Administration of Sri Lanka, vide attached Merchant Shipping Notice 02/2020 has adopted following extraordinary measures with respect to ship’s statutory certification and the seafarers certificates and contract of employment in view of outbreak of COVID-19 pandemic.

    a. Statutory certificates expiring before 30th April 2020 are granted a general extension till 31st May 2020. Owners or operators of Sri Lankan ships are not required to apply for the extension. 

    b. Certificates of Competency (CoC), Certificates of Proficiency (CoP), Certificates of Recognition (CoR) and Sri Lankan Medical certificates expiring before 30th April 2020 are granted a general extension till June 2020. Seafarers are not required to apply for the extension. 

    c. Seafarers’ service period on board ships may be extended provided that such extension is agreed by the seafarer voluntary in writing and is set out properly in the contract of employment. All extensions are to be communicated to the administration within two weeks of signing. 

  2. Ship owners/ operators and masters of Sri Lanka flagged ships are advised to be guided by above.
