Subject: Concentrated Inspection Campaign on Cargo Securing of Cargo Units and Cargo Transport Units beginning from 1st September 2026 and ending on 30th November 2026 by Tokyo and Paris MoU.

1. A Concentrated Inspection Campaign (CIC) on Cargo Securing of Cargo Units and Cargo Transport Units will be commenced by the member authorities of Tokyo and Paris Memoranda of Understanding (MoUs) on Port State Control from 1st September 2026.

2. The inspection campaign will be held for three (3) months, beginning from 1st September 2026 and ending on 30th November 2026.

3. The purpose of the CIC is to collect data on compliance with current SOLAS requirements in respect of the loading, stowage and securing of cargo units and cargo transport units.

4. During the campaign period, the Port State Control Officers (PSCOs) will use pre-defined questionnaire developed by the Tokyo and Paris MOUs, to check how cargo securing obligations have been complied with.

5. Deficiencies found during the inspection will be recorded by the PSC officer and actions may vary from recording a deficiency, to detaining the ship until serious deficiencies have been rectified.

6. Accordingly, Owners and managers of the Shipping Companies are advised that the ship’s Masters are communicated to ensure compliance with the relevant requirements.
