Subject : Regulations on Discharges from Ships in Waters of the People’s Republic of China.

1. The Liberian Maritime Administration has issued Marine Advisory 12/2023 informing on the interpretation of distance from the ‘nearest land’ as stated in Discharge Standards (GB 3552-2018) for Water Pollutants from Ships issued by the Ministry of Ecology and Environment of the People’s Republic of China.

2. The distance from ‘nearest land’ permitted for discharge in accordance with MARPOL Convention is to be calculated from the baselines of the territorial sea published by the Government of the People’s Republic of China, and NOT from the distance of the ship to land.

3. The above Advisory contains the link providing the coordinates of the base line of the territorial sea published by the Government of the People’s Republic of China. Few other useful links are also provided in the Advisory in this regard.

4. Ship Owners, managers and masters of are advised to be guided by attached Liberian Marine Advisory 12/2023.
