Subject: Guidance On Best Practice for Fuel Oil Purchasers/Users for Assuring the Quality of Fuel Oil Used on board Ships.

  • The Marine Environment Protection Committee, at its seventy-second session approved the Guidance on best practice for fuel oil purchasers/users for assuring the quality of fuel oil used on board ships vide IMO Circular MEPC.1/ Circ.875 (copy attached).
  • These best practices are intended to assist fuel oil purchasers/users in assuring the quality of fuel oil delivered to, and used on board ships, with respect to both compliance with the MARPOL requirements and the safe and efficient operation of the ship.
  • These best practices are recommended for all ships and also to be taken into account in those cases where fuel oil purchasing decisions are made by the ship charterer pursuant to a chartering agreement. Under such a charter agreement, communication between the owner and the charterer is paramount. It is recommended that clear requirements on these communications are included within the appropriate charter party clause.
  • Ship owners/ operators, masters and concerned stake holders are advised to be guided by the attached IMO MEPC Circular.
