Subject: St. Vincent & the Grenadines circular reg. Flag State Inspection Policy.

  • St Vincent & the Grenadines (SVG) flag administration have provided its Flag State Inspection (FSI) policy vide Circular no. FSI 003- Rev.2.
  • Flag State Inspection is not required for ships having overall length less than 24 meters.
  • Based on periodical review of port state control records for vessels, administration has decided following;

A. Vessels with good port state control records will required to undergo FSI every two years if vessel is complied with following:

1. Vessel is engaged in trade

2. Vessel have not been detained in any MOU ports during the last two years

3. Vessel reported no deficiency during the last Flag State Inspection

4. Vessel is not under special surveillance regime

B. For the vessels which are assessed as potentially substandard; special surveillance regime will be implemented which requires FSI to be requested every six months and strict implementation of Circular PSC 018.

Vessels Classification Societies will be informed about the special surveillance regime and special surveillance regime will be removed after two years of vessels’ satisfactory performance.

  • Ship owners/ operators and masters are advised to be guided by above.
